Chairman
Sergeant Philip Mendoza (Ret.) devoted 29 years to the Toronto Police Service and spent a great part as a front-line officer and leading his platoons in the streets of Toronto.
Post-retirement, Sgt. Mendoza’s dedication to community service extended to serving on the boards of three organizations: Philippine Legacy and Cultural Alliance (PLACA), Philippine Eagle Canada (PEC), and Compass Careers Canada (CCC). He is the driving force for the CCC, actively contributing to their missions as he plays a pivotal role in advancing the well-being of Filipino Canadians. Sgt. Mendoza’s ongoing commitment to public service and altruistic contributions solidify him as an inspirational figure in his community.
Director
Mon Torralba’s odyssey spans continents, his creative fervor echoing through Philippine music history and Canadian community endeavors.
An original member of Philippines’ iconic Hotdog Band, his compositions became anthems of a generation. Mon’s creativity has defined his passion as an advertising Jingle tunesmith and tagline guru, honed during his days as a copywriter for J. Walter Thompson (Phils).
He earned his Bachelor of Arts (Communication Arts ) degree from the prestigious De La Salle University in Manila. Moving to Canada in 1981 was a significant event and making it his permanent home was Mon’s commitment to life.
He joined the Toronto Police Service in 1982, where he pursued computer studies while during his employment. Mon retired from his Technical Analyst job at TPS after 29 years of service. With his wife Teresa, Mon launched Filipinos Making Waves, a community festival and newspaper, spotlighting Filipino heritage and talents. Together, they foster cultural unity through initiatives like the Fun Philippines and All For One Multicultural festivals. Mon’s journey epitomizes resilience, creativity, and the universal language of music uniting diverse communities.
Director
Emmanuel Zarzuela, with many years of dedicated service, he brings his extensive experience to his role as one of the directors of Compass Careers Canada. Educated at the University of Toronto and Sheridan College, with a background in computer science, Emmanuel’s proficiency in these areas is a valuable asset across various sectors.
He finds fulfillment in his current position, driven by a passion for community service and engagement, with deep-seated commitment to giving back. Striving to make a positive impact through his work, Emmanuel is dedicated to lifelong learning, consistently seeking opportunities to expand his knowledge and skills while recognizing education as a key driver of personal and professional growth.
Director
Luis Carlos is a seasoned professional with over four decades of industry experience and dedicated expertise in project management, estimating, and procurement for mechanical contracting companies.
Currently serving as Chief Project Manager, Luis honed his skills through hands-on experience and leadership roles. He plays a vital role in planning, developing, delivering, and reporting on assigned projects within scope, schedule and budget, and in line with corporate and client procedural boundaries. In collaboration with project stakeholders, he defines project scope, deliverables and requirements.
He held positions as project manager, procurement officer, chief estimator, mechanical and sheetmetal estimator for major organizations. His experience by sector includes HVAC, Plumbing, Sheetmetal, Heating Systems, Cooling Systems, Academic Facility, Airports, Data Centre, Government, Healthcare, Industrial, Institutional (Schools/Courthouses) and Waste Water Treatment Plants.
Resource Development
Carmen Ocampo is the Grant Writer and Resource Development for Compass Careers Canada. Carmen has extensive experience with working with not-for-profit organizations and provides useful tools for setting up proper accounting systems which would result in efficient financial and project reports required by funders. As Resource Development consultant, Carmen also leads PLACA staff and its volunteers in developing a long term resource development strategy.
